telepathy-spec should support at least the bare minimum of Automake makefile targets so it can be included as a submodule in telepathy-glib.

Unfortunately, doing a dist out-of-tree turns out to be quite hard, so I gave up for the moment.

One alternative would be to not put it in either SUBDIRS or DIST_SUBDIRS, and instead have a dist-hook that packages it up.
