I receive "&lt;test&gt;"-like messages from by buddy over link-local xmpp. He receives my "<test>" normally.

Additionally, I wasn't able to find incoming xml dumps in Empathy debug window, so I can't say for sure whether telepathy-salut unescapes xml entities wrongly, or the other side client sends them double-escaped or something alike.
