Is advanced pre-press users the target group of LibreOffice? Aren't there other products (also at least one Open Source one as far as I know) in that space already that are specifically tailored for its requirements?

Maybe like an extension. Scribus does not support this. Some web designers can use this feature to make pdf and even reedit their presentation later.

Some then can use SVG template for some documents with advanced graphics then reuse the template and fill the text in LibreOffice and it is a time economy, and less work to do and more to be creative and think how to present things , speech etc

It is applicable for industrial designs template or other things that need some custom page that LibreOffice does not have for now etc

May be such functionality already exist among extensions for Open Office or LibreOffice? Or for InkScape?
If this functionality will give indeed serious advantage in productivity, may be You should ask somebody to write this for money? For example author of comment 1?
