patch to support Uyghur language in xkb

Uyghur standard Arabic keyboard layout defined by national standard "National Standard of Peoples Republic of China - GB 21669 - 2008 - Information Technology - Uyghur, Kazak and Kirghiz Coded Character Set" and popular usage.

Short explanation why called "Uyghur Arabic"?

because there is also Uyghur Latin script alphabet even it is not so popular at the moment.
