In the other Writer like applications from other vendors, exists lot of
shortcuts to help on EDITING making you more productive. A firts lists of them
is:

Shift+F3           Change Uppercase/Lowercase (press once per option)
Ctrl+<             Decrease 1 point character size
Ctrl+>             Increase 1 point character size
Ctrl+=             Set character to be subindex
Ctrl++             Set character to be superindex
Ctrl+SPACE BAR     Set character to Default format
Ctrl+Shift+1       Set style Header 1
Ctrl+Shift+2       Set style Header 2
Ctrl+Shift+3       Set style Header 3
Ctrl+Shift+4       Set style Header 4

Is very important for accessibility reasons, to add at the menu the shortcut to
call each item it has. If one is missing please add it.

If the menu item opens a dialog, add a shurtcut to it and show to the user the
combination of keys he/she need to press in order to call it.

all shortcuts for all menus are displayed in the menu item

other 'customizable' key bindings ( but there are default ones ) are available from Tools->Customize->Keyboard

The "current" shortcuts are displayed at the menus, but the bug is for all non existent shortcuts for menu items. Above I've listed some of them, in order to help people using keyword to do actions quickly.

Sorry? the statement above is a contradiction, you say the shortcuts exist for the menu item but then say the bug is about the menu short cuts that don't exist! Maybe I just don't understand what you mean.

In anycase, this list of shortcuts you mention above, are these bindings that you are suggesting the application should use? or are they key bindings that actually currently exist ?

e.g. "Cntrl+Shift+1" does nothing for me ;-) but "Cntrl+1" does, and this *is* a keyboard shortcut, its has nothing to do with menus, it is a customizable binding that exists between a specific action and a key. Like I said such bindings are described already in the Tools->Customize->Keyboard dialog.

YES!

I see. I haven't clear enough. The keys I suggest don't exist yet, my suggestion is to add shortcuts for the actions described, some of them are menu actions like upper/lower case , so I
 use them a lot on Word, and are just the ones it have available, writer could use its own even one shortcut for more common actions is a good idea.

I would expect that most of the actions you mentioned already exist and have their own libreoffice associated keyboard shortcuts. You seem to be suggesting that we should adopt what I presume are MS Word's own shortcuts. I don't think users would accept those being forced upon them. But if you look at the Tools | Customize | Keyboard menu you will see you probably can customize most of the existing keyboard shortcuts that you require to do what you wish 

Better still after you have done that share the Microsoft compatible keyboard shortcut somewhere on the web or the libreoffice wiki ( http://wiki.documentfoundation.org/Main_Page ) so others can benifit

The fact the libreoffice doesn't provide your preferred keyboard bindings is not a bug ( or even an enhancement ). Just create you own customizations!. 

Saying that, there are some commonly used actions ( like the upper/lower case one ) that aren't available to be associated with a keyboard shortcut. Making those missing actions available for use with the keyboard customization dialogs is imho a far more valid enhancement.

I really appreciate your comments.

Please consider to make available that actions to allow associate keyboard shortcut. 
The ones I've suggested are I know, just as example, of course OL would chose its own
