Libreoffice has no spellcheck dictionary for my language. But I have spellcheck dictionary in format of .doc and some other books on my language.

I propose adding ability to add all words in selected text to specified dictionary. Dictionary will be generated automatically.

I propose add option to select range of acceptable characters. Then dictionary can generated from english-native dictionaries or other dictionaries.

I propose add option to exclude words with minus in end or middle. It will exclude words with hyphenation.

This functionality my not need anymore. At least I found needed dictionary. 
But if this will written on Basic or Python, then it can be used as example, how use spellchek functionality from there.

That is not useful feature. It's easy to create hunspell-format dictionary for that language and pack it into extension. You may need to use dummy language/country for it though.

Had you submutted a bug for that language support in LO?
