While it may be convenient for HTML & X to recognize all the same color names, I don't think it's necessarily a bug that they don't do so.
rgb.txt has not changed (except for RCS ID strings) since X11R6, over ten years ago. its utility is basically limited to pseudocolor systems, which are a rarity these days. if this wasn't important enough to fix ten years ago when 8bpp displays actually existed, it's not important enough to fix now.
