The Tamil(ta_IN) numerals corresponding to Arabic numerals are given below
0- ௦
1- ௧
2- ௨
3- ௩
4- ௪
5- ௫

While attempting to create a numbered list for Tamil text with Tamil numbering system. the numbering starts from ௨, ie 2  instead of ௧ (1).
How to reproduce:
1. start libreoffice writer in Tamil locale -  
   $ lang=ta_IN libreoffice
2. Paste the following text in writer
௧
௨
௩
௪
௫
3. Apply number list formatting. we get
௨. ௧
௩. ௨
௪. ௩
௫. ௪
௬. ௫

Expected Result:
௧. ௧
௨. ௨
௩. ௩
௪. ௪
௫.௫

LANG=ta_IN libreoffice

option -> language setting -> complex text layout -> numerals -> tamil

After setting this, I can reproduce the same issue.
