Due to the rename to pkg-config the default search path changed from
/usr/lib/pkgconfig to /usr/lib/pkg-config, so pkg-config doesn't find any of the
installed .pc files anymore.

Bumping severity.  This would be worthy of a quick 0.18.2 release.
