Evidence of strange behavior

I' trying to make spreadsheet based on scanned image form.

Spreadsheet designing is ok, BUT after saving and reopening it disappointed me:

SPREADSHEET IS SHIFTED!

And so on, zooming the spreadsheet make me angry =(

UPDATE:

As far as I see, it is not a spreadsheet's problem. This is problem with image, please see attachments, there are two files.

Before -- I created a spreadsheet from scratch, and it's a screenshot is BEFORE closing the file.

After -- I reopened the spreadsheet.

UPDATE:

While resaving and reopening the spreadsheet the image constantly changing in size. Setting the constant size in image settings doesn't matter.
