Panels like 'Navigator', 'Styles and Formating', 'Commands' (equation editor's panel) can't be docked back after undocking if all Windows visual effects are turned off.

How to reproduce bug:
1) System Properties > Advanced > Performance > Settings > Visual Effects
2) select "Adjust for best performance", "Apply"
3) restart LibreOffice (or reboot system just in case:)
4) start LibreOffice and try to undock/dock back any panel

Tested of Windows XP and Windows 2008R2

RC2 is bit by bit identical with release version, so separate items in the version picker are useless. Changes have been discussed with Michael Meeks.

changed to state NEEDINFO for this reason. To move this bug from NEEDINFO back
