Right now, plymouth is enabled or not based on what distro you're building systemd for. The plymouth should be configurable via a --with option instead, optionally with per-distro defaults.

We're having plymouth support in Gentoo optional, and right now we need to pass `have_plymouth=true' to configure conditionally which we consider ugly.
