Hmmm, the first line looks like it is formatted: centered. Please have a look at the definition of style "Header 1".
How did you make your document? It is en export from another document where this firts line is not centered?

Heading Style 1 doesnt have the center flag(\qc) set

Title Style has the center flag set (\qc)
{\s20\snext0\f0\fs32\b\cf1\cb2\chcbpat2\sb240\sa60\sl0\qc Title;}

If the Document is opened in WORD or Open Office the heading is displayed correctly.

You are right: no problem with the current master (further LibO 3.5, new RTF filter), Heading 1 is left aligned.

Looks correct in the current libreoffice-3-5 branch (next 3.5.0 release) with the new RTF filter.
