The “Welcome” view (Text Document, Spreadsheet, Open, Templates, etc.), has excessive commands, and some of them are not needed at all. Remove the entire “Edit” menu of that view, it isn’t needed there (all options are grayed out, obviously), and maybe the “Standard” toolbar (it only has five options also present in the menus, three activated by default), and the “View” menu (if the toolbar gets removed, this menu will not be needed anymore).
I do not see why this has to be removed. I'm sure the menu bar's being there makes writing the code easier, as the menu bar is consistent across all modules. Unless the menu bar causes confusion or problems, I do not believe that it has to be removed simply because it is not used in the "Welcome" view.
I did not mentioned the possibility of removing the menu bar. Just the Edit menu and maybe the Standard toolbar, which are unnecessary IMO.

Fitoschido: Yes you are right, "Edit" isn't useful at this stage and the Standard toolbar functionality is given by the main window and the main menu. Moreover this toolbar isn't enabled by default, so nearly nobody would use this. Maybe it would be good to discuss it on the ux-advice mailing list. Please do so if you like.
Hello, Standard toolbar is useful on welcome view, because it contains the "Load URL" combobox which does not contain the same entries as the Open button.
