I have a figure as the last thing in my document. No matter where you click the mouse or how many times you press the down key or right key the cursor is never placed after the figure and any text you type will occur either on the left side of the figure or before the figure.

Unfortunately I do not still have the original document. However I believe this is more detail on reproducing it. Go to the end of a document insert a picture, the anchor type will be to paragraph by default and you won't be able to move past it.
