I have a figure as the last thing in my document.

No matter where you click the mouse or how many times you press the down key or right key the cursor is never placed after the figure and any text you type will occur either on the left side of the figure or before the figure.

Failed to reproduce on LibreOffice 3.4  340m1(Build:103) for OpenSuse Linux. What is the anchor you have set for the image? I set it as character and it seems to be ok for me.

Unfortunately I do not still have the original document.

However I believe this is more detail on reproducing it.

Go to the end of a document insert a picture, the anchor type will be to paragraph by default and you won't be able to move past it.

Changing the anchor type to as character allows you to move past it but also puts some of the text that was above it and belongs above it to the left side and/or the right side  and/or below the image so IMO not a very good work around.
