This bug doesn't happen at UTF-8 irc servers(ex: freenode).

I use HanIRC which use UHC encoding and notice this bug.

This bug is divided into 2 parts: user list, topic.

First topic show nomally or sets of ??? except English, numbers, and some symbols.
ex:[??? 8?3? ???.] / [오늘은 8월3일 입니다.]

Second, User list show everyone at channel, or some people, or only me.
ex:5 people(A,B,C,D,ME) is in channel
   [A,B,C,D,ME] (no problem)/ [A,C,ME] / [ME]
And it also show people come into channel later than me at every case.
ex:4 people(A,C,D,ME) is in channel
   [A,C,D,ME] -(B come in)-> [A,B,C,D,ME] (no problem)
   [C,ME]     -(B come in)-> [B,C,ME] (A,D didn't appear at list)
   [ME]       -(B come in)-> [B,ME] (everyone except B,ME didn't appear at list)

These case is happening randomly.

I'm using telepathy-idle 0.1.10-1~natty1 with Empathy.
I have been bug reporting to Gnome Bugzilla, and developers of Empathy suggest me to bug report here.
