Announce the camera-v1 bundle so that the Google UIs put a little camera for us

The Google UIs display a little camera as the presence if we advertise the "camera-v1" capability. I believe we should only advertise if we actually have a connected camera. So this probably means adding an extra capability to the spec and then having the various UIs probe for the presence of a camera and set it if needed.

Alternatively we can use the attached patch and advertise a camera if we have any UI that supports video.
