An odt version which works and the same document saved as .doc which has the problem

If one is using numbered headers the cross referencing works correctly when the file is save as an odt but not when it is saved as a 97/200/XP/2003 .doc file. 
What happens is that the numbered references are missing on the Word version. TO show this in hte attachments the options that I have used on the cross-reference menu are:
Type:  headings
Insert reference to:  Number (no context)
The bug is visible when the .doc file is reloaded into LibreOffice and is also visible in Microsoft Word (I have checked this in Word 2007)
This is an important big to fix because:
1. All bugs that cause problems in .doc files should be given high priority: One main requirement for using OpenOffice is that the user should be able to trust that whatever he/she writes will be faithfully represented in Word. If he/she cannot trust this then he/she will have to buy Word as well to perform checks - this defeats the purpose of using LibreOffice (more especially as Word is not available on Linux)
2. For long documents (I typically write 80-120 page reports) the ability to cross-reference is crucial.
3. There is no convenient way around the problem. The ways around appear to be (a) Set a reference and refer to that (however, this does not help when the document is printed), (b) Only put the references in when the document has had its final revision and then explicitly write the heading numbers (this is obviously not a satisfactory solution)
