se(dvorak) includes no(dvorak) as a base rather than se(se). se(se) has level3(ralt_switch), but neither se(dvorak) nor no(dvorak) has it. I would guess that you need this for Norwegian as well as Swedish. So I assume no(dvorak) needs to include this, as well as any other non-US Dvorak layouts.
Ghm. This is funny. Actually, no(dvorak) includes us(dvorak) which does have 3rd and 4th level. Don't you think we should include level3(ralt_switch) to us(dvorak) instead? Do we assume that all layouts with 3rd and 4th level should have at least level3(ralt_switch) unless specified some different ralt3?
