This is semi-related to bug 45144

xterm[1] needs X11/Xaw3d/XawImP.h when configured with --with-Xaw3d
gv[2] needs 11/Xaw3d/SimpleP.h when configured with --enable-international

and both XawImP.h and SimpleP.h only get installed with --enable-international from libXaw3d

I propose to flip the flag around, so it's enabled by default and --disable-international disables it because good bunch of the libXaw3d consumers expect it
