why do you need by_lat(nodeadkeys)?

It's a Belarusian Latin-Script Keyboard Layout...

Sorry, you got my question wrong.
1. I understand why you need by_latin. I do not understand why do you need
nodeadkeys variant which is nearly just latin(nodeadkeys) - nothing more.
2. Now, that you mentioned 'I want to write in latin-script' - is it only you
who is using this layout? Is it used only by 2-3 people - or there is some group
of people using it?

1. It's a group. Look at lacinka.com for example. 
2. We really don't need nodeadkeys. Here is the new file.

Good! I will commit it ASAP. Just FYI - since we are using 'layout per country'
rule, your layout is going to be by(lat) - in 'Belorussia' layout.
