A user has reported that the mesa-common-dev package lacks manpages in
Ubuntu.  Ubuntu is using version 8.0.

The original bug report says:

Man pages for OpenGL subroutines appear to be missing, these are the man pages to describe the OpenGL API (as used from C).

There are OpenGL manpages, but not in Mesa:
http://www.opengl.org/wiki/Getting_started/XML_Toolchain_and_Man_Pages

These seems to be the ones other distributions are shipping (such as Arch).

Yeah, the OpenGL man pages come from Khronos, not from Mesa.  Distribution packaging issue.
