Call.I.Mute: change <tp:added> version back to saying  it's a draft

Mute was the only Call1 interface we didn't undraft in 0.25.2, but I was
too enthusiastic with the <tp:added/>.

This doesn't make sense. Mute isn't final yet.

Are there any working implementations of this, or should we get rid of it?

(I'm vaguely trying to start Telepathy 1.0 without any draft interfaces, because that seems ridiculous: if they were actually stable API in disguise, we should undraft them, or if they were never stable, we should drop them.)
