I'm not seeing these messages at boot, but only when the configuration is reloaded. i.e. `systemctl daemon-reload`

Also... just updated system and seeing the same messages.

After a bit more investigation... 

If I comment out ControlGroupPersistent = yes in the unit file, the cgroups are removed if the service is stopped.
With this setting, the cgroups persist if the service is stopped.

So, the setting does appear to be working, even with the log warnings.

ControlGroupPersistent is only available in v39 and newer.

That's odd, cause it certainly appears to be working.
