Problem description:
When running LO on Windows terminal under normal user account (that is restricted user) it takes a long time to open Save As system dialog (15 sec - 1 min).
But if the user has local admin rights on terminal server, Save As dialog appears quickly (about 1-2 seconds).

Could you please add some more informations about the configuration of the environment where this behavior could be seen? Is it possible to check what the server is doing with your request when Save as dialog is opened (using Sysinternals' Process Monitor or other tools)?
