Bug detailed description:

Rotation and fullscreen leads to reaction area shrink with cairo image, Take dnd for example, run dnd, and then rotate and fullscreen it, drag one flower and drop it at the lower right corner of the screen. the flower disappeared. In normal circumstances, it doesn't disappear. 
Clickdot has similar issue. we click the lower right corner, the mouse tag didn't follow mouse and stand still.
This can reproduced with cairo image under both X and drm mode.
However, it doesn't happen with cairo-gl.

Reproduce steps:
----------------------------
1. start weston with cairo image
2. ./dnd
3. rotate and fullscreen.
4. drag the flower to the lower right corner of the screen and drop it.
