If $PAGER refers to a broken pager (i.e. just removed one), most of systemd tools fail to run: sh: /usr/bin/less: No such file or directory Maybe the fallback code should be executed in that case as well...
Since a while now there's some "null pager" thingy in the paging logic that is used as fallback if no pager can be started.
