When opening a file:// URL with an anchor after it, xdg-open fails to remove the anchor before checking for the existence of the file. As an example, opening file:///tmp/foo.html#mysection fails with 

xdg-open: file '/tmp/foo.html#mysection' does not exist

This bug is strongly related to #45857, which experiences the same problem with query string.
