(Improved Component/Platform to make it possible to find (and handle) this bug report. Not a problem with BASIC (the macro language) but a basic = fundamental problem with LibO in general.)

Can't reproduce this behavior;

I think this is/was:
1) or a user profile problem, you can solve that by resetting your user profile https://wiki.documentfoundation.org/UserProfile#Resetting_the_user_profile

2) A conflict with previous installed OOo or an older user profile (from OOo)

3) An OS problem (not related to LO)

I think it's either 1 or 2, but we can't exclude 3 :). Can you still reproduce it? (With newer versions like LO 3.6.5 or LO 4.0.0.1). Because we haven't seen this bug in other versions/bugs I think I can mark this as 'RESOLVED' and 'WORKSFORME'.

Thanks for reporting; and I'm sorry you had to wait that long for an answer!
Kind regards,
Joren
