I think the builder’s hat is not realy obvious. and "frequent mistake: This icon does not have an easily distiguishable silhouette." http://tango-project.org/Tango_Icon_Theme_Guidelines#Frequent_Mistakes someone else remark: http://vnoel.wordpress.com/2005/11/22/mysterious-icon/
Valid concern. Will try a different metaphor in future.

Suggestion for alternate metaphor: hammer, saw, or other non-screwdriver/wrench (would be confused with preferences icon) carpenter tool
The Ubuntu Human theme uses a power drill. Also consider a shovel. Chris Rebert, I don't think you mean to limit it to carpentry tools only, but generic building/construction tools, right?
Scott Tankard: Yeah, I didn't mean to limit it to just carpentry tools. Carpentry was just how I happened to phrase it. I don't think the shovel would work because, at least to me, I identify it more with gardening than construction. Also, it's not really used in assembling things. So far I think power drill and hammer sound best. They're both used to connect things together, which fits well for the construction-programming metaphor. But I'm no icon designer, so they can do whatever they want.
Its funny, I was thinking about this problem earlier today. I suggest a sort of 'on the table' executable "diamond" with a tool or something (I like the idea of a power drill) pointing down at it. This would also give it a sillouette that is distinctive from the other menu icons, as well as making a connection between programs and programming in the user's mind. But yeah, when I first saw the current icon, it took me a couple minutes before I realised it was a hard-hat. At first I thought it was a badge or something.
