Provide customization interface for GUI tools such as Sumika.

The API has been stable for uim 0.4.6.

Although some minor extensions such as custom type 'hidden' may be added to the
API, it will be added for uim 0.6.0 in accordance with some internal
reorganization of related part such as uim-scm.
