Bug detailed description:

The performance of warsow demo with same mesa driver undulate 20% on IVB.
I test the demo by 10 times,the highest 65,the lowest is 47.
It's Mesa regression.
By bisectd,show that the first bad commit is 9ef710575b914.

It works well on commit 6928bea7ca1f2ed308d8255c6816f44467306255, so we verified it.
