This bug is known by some time, since I can't find any bugreport and since at 
kernel bugzilla we believe is a xorg bug (since 6.8.2 worked with the same kernel)
I report here:

xorg-7.0:
"Mouse protocol autodetection

	If you have Protocol "auto" set in xorg.conf for your mouse, it may not
	work. You may need to specify Protocol "ExplorerPS/2" or "IMPS/2" for
	your wheel to work. "

I tested this bug and found I had (change of protocol to "IMPS/2" fixed).
