ft2build.h is installed in /usr/X11R6/include by the monolitic build system. 
Many 3rd party applications (cairo for instance) need to include it. 
So freetype2.pc should include -I/usr/X11R6/include in CFLAGS.

BTW, this matches what freetype-config --cflags does.

This is a bug in the freetype.pc as provided by FreeType upstream as well.
