Patch to allow for connection watching without the cacheable flag

Basically if you require a network, and you don't report yourself as cacheable, then GeoclueMaster isn't watching the connection status so you'll never get to a connected state in a reasonable way. This makes sources that want to check and update over time using the network as basically unusable.
