This bug which has been known since 2003 has not been fixed. A fix was commited but never closed. save->crtc_offset_cntl = INREG(RADEON_CRTC_OFFSET_CNTL); (which seems to be the major problem) has not been changed to save->crtc_offset_cntl = 0; as stipulated in the bug This card works in Linux which leads me to believe the in-kernal framebuffer linux driver works but when OpenBSD tries the driver it is still broken... Go to http://bugs.xfree86.org/show_bug.cgi?id=798 to read the work around.. for some reason it was never fixed.
Can you try the radeon driver in xorg cvs? I don't know of anyone else having this problem.

still doesn't work... what have you changed in Xorg 7.0?? anything??
Which version did you try? Looking at the code and revision history, it looks like this should be fixed since 6.9/7.0.
