This bug which has been known since 2003 has not been fixed. A fix was commited but never closed.
save->crtc_offset_cntl = INREG(RADEON_CRTC_OFFSET_CNTL); (which seems to be the major problem) has 
not been changed to save->crtc_offset_cntl = 0; as stipulated in the bug

This card works in Linux which leads me to believe the in-kernal framebuffer linux driver works but when 
OpenBSD tries the driver it is still broken... 

Go to http://bugs.xfree86.org/show_bug.cgi?id=798 to read the work around.. for some reason it was 
never fixed.

Can you try the radeon driver in xorg cvs?  I don't know of anyone else having
this problem.

Which version did you try? Looking at the code and revision history, it looks
like this should be fixed since 6.9/7.0.

Marking broken (status null/blank) bugs in xorg with no activity in a long time as fixed. Please reopen if you think it's necessary, but first do a search if a similar bug report is already filed and in a NEW/ASSIGNED state. These bugs do not currently show in most search results as they do not have any status.
