When RateLimitInterval is set to 0 (to disable ratelimiting, according to man journald.conf) but RateLimitBurst is not (as the manpage suggests that zeroing just one of either will work), journald cannot start, resulting in systemd entering an infinite loop and becoming useless.

The issue seems to be the assertion at src/journal/journald-rate-limit.c:78, which AFAICT should be removed completely.
