libjpeg turbo (http://libjpeg-turbo.virtualgl.org/) is a drop-in replacment for libjpeg and provide much faster encoding/decoding, most modern linux distro use it as default today and the latest ossbuild windows versions use it too, the performance gain is noticeable, please consider to use libjpeg-turbo in gstreamer-sdk too
