Still, does this keep on happenening once you boot into desktop? I've seen quite a few screens which don't properly sync with the console output (since due to all the blacks it's not clear where the real screen starts/ends).

Yeah, during machine booting to console with VGA, screen shift right straight to the end. gnome-session(and X) also shifted. Other mode like HDMI worked nicely. I believe the monitor is OK.

Shifted image can happen with VGA since the analog signal has no canonical line/frame start signal. Also, syncing VGA with the X rootweave works best, the console has way too much black ...
You can also use testdisplay, that has nice corner markers.

Then I test on another monitor, this VGA mode (1920x1200) can display correctly. Do you believe we can close this bug here?
Yeah, smells very much like the VGA screen is having a hard time adjusting correctly. So imo ok to shift blame to the hw ;-)
