remove redundant udev rule

As of systemd-196 the pci-db binary is no longer included, this rule therefore prints a scary looking error at boot.

Moreover, the rule is redundant, as udev itself now adds all the relevant information using the hwdb builtin.

Please apply this patch to the udisks1 branch to avoid future bug-reports :-)

udisks 2 doesn't call pci-db, and udisks 1.x has been dead for a long time now. I highly doubt that we'll ever do another release, and if so this would break compatibility to old systems which might also have correspondingly old udev versions.
