Please consider enabling Whining in Bugzilla for all (bz_canusewhines) and per request (bz_canusewhineatothers).
Feature is documented at https://bugs.freedesktop.org/docs/en/html/whining.html.
In short:
- bz_canusewhines - create personal whines - convenient way to generate and receive by e-mail actionable personal bug lists
- bz_canusewhineatothers - create whines for any user or group in Bugzilla using a extended form of the whining interface - convenient way to generate and receive by e-mail actionable general bug lists or automatic messages (for example notice that selected in a query NEEDINFO bugs will be closed if no action is taken)

I've enabled bz_canusewhines. I don't think it makes much sense to be able to whine at others.

It is enabled but doesn't work - see bug 63653.
