Finally, all PNG saved with MacOS Photoshop v13.0 (CS 6) cause the same problem
@Daniel: is it possible to attach a PNG created with PhotoShop? I see 2 images in your document. The second is bigger then the first. When I alter the size of both, it's saved correctly. Kind regards, Joren

Put this file into a blank Writter document and compare the aspect/behavior versus the original file. I do not understand, what is reported as "bug". The attached file contains 1 embedded picture. The objects, which refer to this picture, have different scaling. So of cause they have different size. Can you please describe step by step, what you do, what you get and what you expect to get.
I am unable to reproduce the bug...
