Sorry, the name is not exactly correct for ISO3166. It should be either KR or KP
(South or North Korea). Which country is this layout for? Both?

It's a .kr layout, and it seems like the .kp layout is somewhat different (but I 
don't know in what respects, and I don't have a keyboard to test).
