Now that Idle actually validates certificates (Bug #63810), it doesn't give a very good UI when validation fails: it just reports "Network Error".

It should use an appropriate one of the various "bad certificate" error codes.

(Of course, ideally it'd try interactive verification first - Bug #57130.)
