Some bug in water plugin. I use compiz with KDE 3.5.2 on Slackware distro.
When push key combination to initiate water effect (SuperKey+Ctrl) then water
effect work fine on near mouse pointer.  But when I relase key, and water
finaly is appeased - desktop was freezed (mouse pointer still can be
moved). Desktop is refreshed only on mouse click (only one frame on every mouse
click). Desktop again work normally when I running again water effect - again
relase mouse button make desktop freezed again.

If you're using nvidia's drivers. Please try setting xorg.conf option:

Option "NoFlip" "True"

or downgrade to driver version 7676 and let me know if any of that helps.

Downgrade nvidia drivers and add "NoFlip" option not help, this is still buggy. 
But today I'm compile cvs (2006.03.06) version of compiz and water plugin work
fine. Probably be fixed by this change : "Reset raster position when switching
back to window system framebuffer".

More than one guy have told me that it works fine with driver version 7676. The
raster position thing should fix so the water plugin works a bit better but this
driver bug is exposed in other situations (e.g. using FBOs for video and
switching from fullscreen to window) so I recommend using driver version 7676 or
set Option "NoFlip" to "True" as that seems to fix most issues.
