Nautilus recognizes m3u files as plain/text, while gnome-vfs sais it is audio/x-mpegurl refusing to launch an associated application for it. This patch fixes that behaviour. In the end a lot of file-types exhibit these problems, because of the inconsistency in gnome-vfs/nautilus mime type detection. See eg. https://bugs.gentoo.org/show_bug.cgi?id=126880 .

Could you please be more precise as to what's wrong? I'm not sure I quite understand what you're getting at. Also the bug you're pointing to has nothing to do with m3u files, and seems to have been fixed already.
This got fixed in 0.18 , the link points to a similar issue (which was fixed at the same time).
