Description of problem:
Sometimes, often after a suspend/resume cycle, the integrated graphics on my Intel i7 2760QM gets stuck in the Active state (100% as measured by powertop). This raises the temperature the system noticeably. Normally (like right now), it's only around 20% active and 80% in RC6.

This happens sporadically, around 1/2 of suspend/resume cycles.

Kernel and driver versions:
kernel-3.9.9-301.fc19.x86_64
xorg-x11-drv-intel-2.21.8-1.fc19.x86_64

although I have seen this at least as early as kernel-3.7.6-102.fc17.x86_64
xorg-x11-drv-intel-2.20.16-2.fc17.x86_64.

I'll attach a dmesg and Xorg.0.log below. They're from a session with a number of suspend/resume cycles. At the time the logs were copied, the power usage was normal, but the previous cycle had the high power usage.
