No account is needed to read/clone the X.Org sources, only to push changes
to them.  Obviously, we would only grant such access to people we trust to
properly handle them, and that means someone in X.Org has to vouch for you.
Is there anyone who knows you and can speak up?   Is there a specific reason
you're requesting write access to our sources?

I don't require write access, all I need is a read access. 
But when I am trying to clone, using the git url provided it never succeeds.
Hence I thought I may require an account to do sync local.
Any pointers in this direction will be of help.

You should be able to clone without an account from either:
    git://anongit.freedesktop.org/xorg/lib/libX11
or
    http://anongit.freedesktop.org/git/xorg/lib/libX11.git

The ssh urls pointing to git.freedesktop.org instead of anongit are for
committers to use with their accounts.
