Currently 'make install' installs geoip-update to /usr/bin, but not geoip-lookup -- it's marked as noinst. To make life easier for downstream packagers, I believe it would make sense to install geoip-lookup as well.

Also, while at this, it would be nice to dist API-Documentation.txt so that it gets included in the tarballs.
