Manage Names dialog

If there are more then one, It will show when scroll the ranges

I am marking this as WORSKFORME because I created Bug 71729, which describes a more general idea of what is going on.

The top portion of the Manage Names dialog is populated with the Ranges information, but the middle portion (with text boxes) initially is not.  The behavior is the same with one or multiple named ranges.
